[GRRiders] GRR tech-inspection: headlights

Hi Ken--
I would pass this system, but am not entirely enthused about it. If there
should be a total system failure, and the rider is in a group, it is
tempting to stay in the group and use their lights to the next checkpoint in
order to not give up their draft and company. On a full moon night, and flat
roads, the temptation is even stronger.

So, no, they do not both need to be mounted, but I hope anyone who has a
failure of their single headlamp will stop immediately and put on the
back-up. 

One tip: if you carry the second lamp in a pocket or pouch, be sure and tape
the switch in the off position to avoid an accidental battery discharge from
being jostled about on bumpy roads. Have seen that happen before...   :-(
