[GRRiders] GRR tech-inspection: headlights

OK, enough fun with taillights.  I have question about headlights.  I 
have two 1000 candlepower LED lights with no spare "bulbs."  I'm 
presuming that this meets the front lighting requirements...

Also, do they both need to be mounted for the entire ride?  I'd rather 
just mount one at a time (both have quick-release type levers) and keep 
the spare safely ensconced in a ziploc bag.  But I can do whatever is 
necessary to meet the ride's regs.
